The MEC for Health and Wellness Nomantu Nkomo-Ralehoko today gave an assurance that the Gauteng Department of Health (GDoH) continues to closely monitor the wrong practice by officials of splitting of orders to avoid going to tender.

The MEC was giving oral responses during the sitting of the Gauteng Provincial Legislature.

Already, 14 transactions from Tembisa Provincial Tertiary Hospital were picked up by the office of the Auditor General South Africa (5) and the Gauteng Audit Services (9) respectively.

The Department had experienced substantial abuse of splitting of orders under the threshold of 500 000, however, all cases of abuse are being investigated by the Special Investigation Unit.

On the increasing of the threshold from 500 000 to R1 million by the Gauteng Provincial Treasury, MEC Nkomo-Ralehoko clarified that this is not a unilateral dispensation for GDoH but is applicable nationally. “This was done to increase replenishment costs to reduce the turnaround time in procuring essential goods and services.”

“There is an oversight process which entails the compilation of a monthly purchase order report to track any incidents of split billing. All purchases between the value of R500 000 and R1 million are forwarded to the Gauteng Provincial Treasury for verification and to ensure that they comply with Supply Chain Management prescripts. Furthermore, Quotation Adjudication Committees have been established in all health institutions,” assured MEC Nkomo-Ralehoko.
