DID hosts strategic workshop to review research on municipal planning delays

On 7 May 2025, the Gauteng Department of Infrastructure Development (DID) hosted a high-level strategic workshop at the ANEW Hotel in Parktown, Johannesburg. The purpose of the workshop was to review preliminary research findings on delayed infrastructure projects in the province and to engage key external stakeholders on the persistent issue of municipal approval delays.

Under the leadership of MEC Jacob Mamabolo, the Department's Infrastructure Research, Planning, and Systems (IRPS) division has been tasked with conducting a comprehensive study into the root causes of delays in municipal approvals that have significantly impacted the timely delivery of critical infrastructure such as schools and healthcare facilities.

To ensure a well-rounded and evidence-based approach, MEC Mamabolo initiated the appointment of a specialised service provider and the involvement of key stakeholders from academia and professional bodies. Participating institutions include the University of Johannesburg, Durban University of Technology (DUT), the Council for Scientific and Industrial Research (CSIR), the South African Council for Planners (SACPLAN), the South African Council for the Architectural Profession (SACAP), as well as various municipal entities. These partners have been entrusted with conducting an in-depth review of the municipal approval processes and identifying systemic challenges and inefficiencies.

The goal of the research is to pinpoint critical bottlenecks within the municipal approval framework and to formulate actionable, evidence-based recommendations that will support long-term improvements. The insights from this study will help streamline project delivery and enhance coordination between the Department and its client departments, municipalities, and the communities they serve.

This strategic initiative forms part of MEC Mamabolo's broader plan to rebuild trust, drive transparency, and improve service delivery within the infrastructure development sector.
