The Department of Roads and Transport is calling on public transport operators who have applied and not collected their operating licenses to visit their regional Transport Operating License Administrative Bodies (TOLAB) and collect their licenses by 31 May 2023. This is before the operating licenses are cancelled.

Currently, the Department is in possession of a total of 1188 uncollected operating licenses that were issued between 2018 and 2023.

Amongst the core mandates of the Department includes the regulation of public transport through the issuance of operating licenses. This is derived from the National Land Transport Act (NLTA) and its supporting regulations.

Section 18 (1) the NLTA provides that operators of public transport services must hold an operating license for each vehicle operated. An operating license is required where the transport service is provided for a fare or reward.

Operators are required to bring the following:

  • Vehicle Registration documents i.e. Certificate of Registration and Certificate of Fitness;
  • Valid tax compliance certificate;
  • Copy of a valid Identity Document (ID); and
  • Receipt issued to the operator during application stage.
