Mzi Khumalo is the MEC for the Co-operative Governance and Traditional Affairs, e-Government, Research and Development. He takes over the role of the departments as part of the sixth administration's advancement of the Transformation, Modernisation and Re-industrialisation (TMR) Programme of the province. Which also contributes to the Provincial Strategic Priorities of the Growing Gauteng Together (GGT) 2030.
Mzi Khumalo is an astute leader having led in different roles in government and the liberation movement the African National Congress (ANC). He was born in Randfontein, Gauteng. He completed his primary and secondary schooling at Mohlakano Primary School and Phahama Secondary School in Mohlakeng respectively.
In his youth days, he played a significant role as an activist dubbed "the Young Lions" who between the period of 1987 to 1992 fought for people's education. In 1988 to 1992, he participated in establishing the first Student Representative Council (SRC) at Phahama Senior School during. He also served as the Chairperson of Congress of South African Students (COSAS) Mohlakeng Branch including serving as COSAS Southern Transvaal Regional Executive Member.
During the period of 1988 to 2002 he served in the Mohlakeng Youth Congress as a Secretary which was also affiliated to the United Democratic Front. He was also part of the first leadership core to prepare for the re-establishment of the African National Congress (ANC) Youth League in South Africa, after years of the banning of ANC and other progressive forces by the apartheid regime.
From 2001 to 2004, he was the Political Advisor to the Executive Mayor at the West Rand District Municipality. In 2004 to 2011, he was the Political Advisor to the Speaker of Gauteng Provincial Legislature. In 2011 to 2015 he served as a Speaker of Randfontein Local Municipality.
2015 to 2016 he served as the Executive Mayor of Randfontein Local Municipality. During the period 2016 to 2019, he served as the first Executive Mayor of the newly established Rand West City Local Municipality. In 2018, he was elected as the Provincial Executive Member of the ANC Gauteng Province serving in governance and deployment sub committees, respectively.
In 2019 he was elected as the Member of the Gauteng Provincial Legislature and served as the ANC Chief Whip. He has also served in the Oversight Committee on the Premier's Office and the Legislature (OCPOL), as well as the Legislature Services Board (LSB).
In his new role as MEC for Co-operative Governance and Traditional Affairs, e-Government, Research and Development, he will be focusing on:
- Research studies produced on key local policy issues
- Reducing corruption in municipalities
- Enhancing public participation process through the delivery of a more effective Ward Committee System and the Asset-Based Community Development (ABCD) model
- Ensure efficient and secure water management systems development and maintenance
- Strengthen Integrated Planning and Cooperative Governance
- Review of the Gauteng Spatial Development Framework (GSDF) and establishment of the GCR Planning House
- Strengthen the implementation of the District Development Model (DDM) with full participation of all three spheres of government, the parastatals and the private sector
- Leading the department to coordinate the effective functioning of local government
- Promote integrated development planning, and deepen participatory democracy in order to accelerate service delivery
- Supporting municipalities to create an enabling environment for economic growth
- Modernised ICT Infrastructure and Connectivity
- Digital platform, e-Services and Application
- Provincial ICT oversight and governance
- ICT solutions advocacy and communication facilitated Pillar 5 – Ensure that Gauteng is a hub of 4th Industrial Revolution skills
